Bloor Homes is bringing forward proposals for a residential development of 400 homes on land to the east of Ludgershall.

We are launching a public consultation that includes both an in-person event and an online exhibition hosted on our project website.


This consultation offers an opportunity to explore our proposals in detail and share your views, comments, and suggestions.


At the in-person event, you’ll be able to speak directly with members of the project team, learn more about the proposals, and provide your feedback. The online exhibition will mirror the event experience, allowing you to engage with the materials and submit your responses at your convenience.

Bloor Homes is proposing 400 much needed homes on the land east of Ludgershall. The site is included within the Test Valley Draft Local Plan 2042 as a draft allocation.

Our proposals include:

  • 400 energy efficient new homes, of which 40% (160 homes) would be designated as affordable
  • Attractive new public open spaces, pocket parks, and the potential expansion of local community play areas.
  • A landscape-led masterplan, integrating existing trees and hedgerows, delivering at least a 10% biodiversity net gain.
  • New pedestrian and cycle links connecting the development to Ludgershall town centre and the
    surrounding countryside, encouraging active travel.
  • A robust, sustainable drainage strategy with features to manage and infiltrate surface water back into the aquifer as well as reduce flood risk
  • High-quality design and character, reflecting Bloor Homes’ 5-star HBF rating and commitment to
    customer satisfaction.
  • Financial contributions towards community infrastructure, to be agreed with Test Valley Borough Council. This could include education, healthcare and transport contributions, for example.

Our public consultation will be live between 6th November 2025 and 23rd November 2025. After which, we will carefully review all the feedback received. This will play a vital role in shaping the planning application we submit to Test Valley Borough Council in the subsequent months.
