The site

The site background

The site is located on land to the east of Ludgershall, at the edge of the existing settlement and within Test Valley Borough Council’s (TVBC) administrative area. The border of Wiltshire District Council lies to the west of the site.

Covering approximately 16 hectares, the site is currently in agricultural use and is largely enclosed by mature trees and hedgerows, providing a natural buffer to the surrounding North Wessex Downs National Landscape, to the north of the site itself.

To the west, the site adjoins the established residential area of Ludgershall, while to the north and east it is bordered by open countryside. The A342 (Andover Road) runs to the south, offering convenient access to nearby employment areas and transport links.

Ludgershall is a well-connected town, with a range of local amenities including shops, schools, and healthcare facilities. The site benefits from proximity to the existing community and is positioned to integrate with the wider settlement.

Policy

As part of its strategy to address the national housing crisis, the Government published revised housing targets nationally in December last year. Those revised targets significantly increased the number of new homes to be delivered by both TVBC and Wiltshire.

The proposed development to the east of Ludgershall forms part of a wider strategy to address these needs. The site has been included as a draft allocation in the Test Valley draft Local Plan 2042 (Regulation 18). With the site immediately available for development, this scheme represents a natural and sustainable extension to the town.
